Today, I checked the new job postings. I found something special. Punjab Health Initiatives Management Company (PHIMC) has posted two jobs. PHIMC is part of the Specialized Healthcare and Medical Education Department. The jobs are: Chief Internal Auditor and Manager, Research & Development. Both jobs are contract jobs in Lahore. Both jobs are for the National Development Program (NDP). And for both jobs, you have until March 15, 2026, to apply.

Let me be clear. These are not your normal government jobs. These are senior-level contract jobs that need actual certifications and real experience. If you are an accountant with internal audit experience OR a researcher with a public health, medical research, or data sciences background, this post is for you. Keep reading.

The Chief Internal Auditor Role – This One's for the Serious Accountants

Here is my interpretation: it's not suitable for new grads, not even for junior accountants. This is a senior position, and PHIMC isn’t kidding around with the prerequisites in the job description. Full membership of a relevant professional accounting body — ICAP, ICMA, ACCA, ICAEW, etc — is required. Not a student. Not an affiliate. Not a finalist. A proper member. On top of that, they are seeking at least 8 years of audit (post qualification) experience and, of those 8 years, 3 must be in the role of a Chief Internal Auditor at a public/private sector organization. 

That's fairly stringent. If you've been working in audit for several decades and can't meet the 3-year CIA requirement because you never moved beyond deputy level or team member status, then this role is not for you.

What will you be doing? You'll be thinking big picture audit governance: helping to develop the strategic risk-based internal audit plan, maintaining the Audit Committee interaction, evaluating how well the organization is managing its financial, operational, IT, and reputational risks, and making sure management actually executes on its recommendations. This is a leadership role where you will have a direct line of sight to the Audit Committee and senior management.

Manager Research & Development – The Data-Driven Healthcare Role

This is a slightly different profile, and to be honest with you, if you ask me, quite an exciting one for all in the research domain of health! This Manager R&D role is all about leveraging data, research, and analysis as a foundation to drive the health programs done by PHIMC. These include the child heart care initiatives, transplant program, and broader health insurance initiatives being launched in Punjab.

The qualification criteria here are a Master's degree in a wide array of fields: Health Policy, Public Health, Health Economics, Public Administration, Economics, Sociology, Data Sciences, or Statistics from an HEC / PMDC-recognized institute. Those with a PhD would be preferred. Those with certifications in research methodology and project management would stand out.

A minimum of 5 years’ experience in designing and executing research studies for health programs. Ideally, having spent some time in a leadership/management role as well. Strong preference would be given to those who have worked in health insurance programs, child heart care, or transplant programs in Pakistan. And last but not least, real technical skills! SPSS, R, STATA for analysis, and Tableau or Power BI for visualization. These are not soft skill sets, but have been listed as key requirements. For degree attestation, visit HEC's official website.

Application Process and What You'll Need

Both positions were listed on February 25, 2026. The last date to apply is March 15, 2026. That means you have around three weeks to submit your applications - not a lot of time if you’re assembling a halfway decent job application package. I recommend you start today and not leave it for the last few days. 

As for the documents, you’ll generally want to have your updated CV, educational certificates/degree (attested copies), professional membership certificates (if you’re submitting for the CIA position), CNIC copy, and experience letter/s from previous employers. Given that these are contract positions with a healthcare company/department, you may also be required to send in a recent photograph and a domicile certificate in addition to the other documents. 

Applications are submitted online via the Punjab Jobs Portal. Both positions are open to all genders. The age bracket (25 to 55 years) is also the same for both positions.

Who Is PHIMC and Why Should You Care

Punjab Health Initiatives Management Company operates under the Specialized Healthcare and Medical Education Department of Punjab. It's the body responsible for managing health programs like the Punjab Sehat Sahulat Program (the government's health insurance initiative) and specialized care programs for children needing heart surgeries or organ transplants. These are programs that directly affect millions of families in Punjab. So working here isn't just a government job - it's work with real-world stakes.

Both these positions fall under the National Development Program (NDP), which means they're part of a funded development initiative rather than routine departmental hiring. Contract roles under NDP typically come with competitive market-based salaries compared to regular scale positions, though the exact package isn't publicly disclosed in this posting. Based on similar roles in Punjab's healthcare sector and the seniority level involved, the CIA role would likely fall in the range of Rs. 150,000 to Rs. 250,000+ per month, while the Manager R&D position might range from Rs. 100,000 to Rs. 180,000. My Honest Take on Both Positions

Let’s be honest. These positions are not for everyone. Each role only has one opening. Most people are not eligible to apply. The CIA position will have very few qualified applicants because very few people in Pakistan have 8 years of comparable audit experience, 3 years as a Chief Internal Auditor AND a full professional accounting membership (ICMA, ACCA, CA, etc.). However, if you are that person, apply now because your competition in the pool of truly eligible candidates is (literally) much less than you think.

The Manager R&D role will have a larger pool of eligible candidates, but the technical requirements (especially the statistical tools and data visualization) will limit the playing field. Many people write SPSS or R on their CV, but have not truly used them in ages. If you’re one of the select few who are currently using them, have a substantial research portfolio, and have the application ready to prove it, you are in a relatively good position.

The fact that these are contract positions will be a dealbreaker for those who crave the security of government service. But contract roles in NDP projects tend to pay much better than scale-based salaries, and the experience of working in an MDO/specialized healthcare management company is a strong career signal.
