WAPDA (Water and Power Development Authority) has recently released 10 vacancies for three basic-level posts (Bearer, Naib Qasid, and Mali) in its HR Division (Establishment). All the posts are regular (permanent) positions, all Lahore district-based, and applicants get only 15 days to apply from the date of gazette.
Now I tell you, a job at this level in a federal authority like WAPDA is a very rare one. WAPDA is one of the oldest public sector bodies in the country, and a BPS-1 job in it comes with the security of regularity, medical, pension, and all the other benefits of a federal govt job. If you are eligible, then take it seriously.
All Three Positions at a Glance
Bearer – The One That Needs a Bit More
Out of three, Bearer is one position that has a condition in addition to just a Middle pass; it requires 2 years of experience in a restaurant, hotel, or a government institution. The job is basically serving and hospitality-related duties in an office, which is normal for a Bearer in WAPDA House. Only 1 seat is available, and it's filled under the District Lahore quota.
If you have worked in a canteen, mess, or a hotel as a waiter or serving staff and have some written proof, an experience letter, or a prior employment record, then you are in a good position. Have a word of caution, make sure that the letters are from a respectable source, as WAPDA does verify documents during the interview, you could be disqualified or even fired later on.
My experience here is that there are very few jobs at this level in a federal authority like WAPDA. This is one of Pakistan's oldest public sector institutions, and even its BPS-1 jobs come with security of employment, medical, pension, and all the federal government benefits. So if you are qualified, this definitely requires your attention.
Naib Qasid – 8 Seats, Best Odds Here
This is where most of you should be looking. 8 seats for Naib Qasid on the District Lahore quota, and you only need to have a Middle pass (8th class cert). No experience, no additional certification. If you are 18 to 30 years old and have a domicile of Lahore district and a middle grade cert, you are technically eligible to apply.
This is probably the most basic post in this whole advertisement. A Naib Qasid in a federal authority performs basic office post duties, carrying files, running office errands, assisting other staff, etc., with a BPS-1 salary that, after all of the federal government allowances (house rent, medical, utilities), actually turns out to be a decent earning for someone at this level of responsibility. Based on current BPS-1 federal pay scales, you can expect a gross monthly package (including all allowances) of Rs. 25,000 to Rs. 35,000 with annual increments and a chance for future promotion.
Mali – 1 Seat for the Right Person
The Mali position will be for gardening and groundskeeping activities, generally around office premises and residential colonies. As always, only the Middle pass is needed, the age limit is 18 to 30, and only 1 seat is available under the District Lahore quota. If you can, mention your previous gardening or horticulture work, even if informal, but it is not a requirement.
One seat, so no second thoughts! Ensure that you have filled in everything correctly, your domicile is from Lahore district, and that you have had your documents attested properly before submitting them.
Important Age Relaxation Details You Should Know
WAPDA has been very specific about age relaxation, so I think it is worth breaking it down, as it is a complex problem. The standard age of 18-30 already contains a 5-year general relaxation. In addition to that, candidates from Minorities, Recognized Tribes of Tribal Areas, Gilgit Baltistan, Azad Kashmir, Sindh (Rural), and Balochistan get 3 more years relaxation, but only in one category, not in addition to one another
Existing government employees or WAPDA employees with 2 years of continuous regular service can get up to 10 years of upper age relaxation, and for WAPDA daily wage, contingent, or budget estimate employees, your age relaxation is equal to your WAPDA years of service. So if you have been informally serving in WAPDA for 5 years and you are 35 years old, you can qualify. That is a huge clause that many people do not realize.
How to Apply – Step by Step
The application form can be downloaded from the official website of WAPDA, www.wapda.gov.pk. Download the application form, fill it out correctly (NO INCOMPLETE OR WRONG INFORMATION, THAT'S AN AUTOMATIC REJECTION), and submit the following documents in hard copies attested by your CNIC, Domicile Certificate, District Lahore, Educational Certificates, Experience Certificates Bearer only ( ie, experience certificates on your current occupation), and passport-size photographs.
Everything must be submitted in person at the Director Establishment Directorate (HR), WAPDA, 303 WAPDA House, Lahore. If you have any questions to confirm before submitting, call the listed contact number 042-99202025. The applications must be submitted within 15 days of the advertisement's publication in the press, so don't procrastinate.
If you are a current employee of WAPDA, you must apply for an NOC from WAPDA HR Division before the closing date. Don't skip this, applying without an NOC from your own organization may cause problems.

Salary Expectations – Let's Be Realistic
All three are BPS-1s under the federal pay scales. BPS-1 basic pay is on the lower side, but here's the thing people often forget: the federal government comes with a full package. So you're looking at basic pay + house rent allowance + medical allowance + utilities allowance + other admissible allowances. So in total, a BPS-1 federal servant in 2026 will get somewhere around Rs. 28,000 to Rs. 38,000 per month gross, depending on which allowances apply to your posting.
And the value is in the long-term security. Permanent regularization after 1-year of satisfactory probation, annual increments, promotion prospects over time, pension at retirement, and medical coverage for you and your dependents. For someone just starting in the workforce at this level, these are very real benefits. Imagine that a private sector daily wage with no security and a WAPDA permanent job beats that every time.
My Honest Take
This is my personal opinion: if you are a Lahori domicile holder aged 18-30 with at least a Middle pass certificate and are not in steady employment, I can't see a reason not to apply, particularly for the Naib Qasid posts. Eight seats are the biggest opening in this ad, and the threshold to apply is really low. You'll have competition, but it won't be the same competition you would have for a BS-16 or BS-17 post.
For the Bearer post, the experience requirement really does filter out people, but it also means there are fewer people to compete against. People who actually have experience in hospitality or serving are automatically filtered out of those who don't have that experience.
The only advice I would give is to be really careful with your paperwork. WAPDA has written that bogus or incorrect information at any point, including after induction, will be grounds for dismissal. This is not a bluff. Get proper attested copies, check that your domicile certificate shows District Lahore, and fill in every field on the application form carefully.
