Both are based in Lahore, both have a March 16, 2026, deadline, and both are really senior-level and require credentials and real experience.

Chief Legal Officer – 15 Years Is Not a Suggestion

This is the truth about the job: P3A is looking for a minimum of 15 years post-qualification experience in law, in the public or private sector, working on large-scale projects. That's not a junior lawyer, that's not even a mid-career lawyer. That's somebody who has spent 15 years working on complex transactional, regulatory, and dispute matters across large-scale projects.

The qualifications they want are 16 years of education in Law (LLB Hons, LL.M, or Barrister at Law). In the Pakistani context, this is an LLB (Hons) from a recognised university + bar enrolment. If you also have a Master's degree in Law (LL.M), whether in Pakistan or overseas, that's a bonus.

Now think about what a Chief Legal Officer at P3A would actually be doing. PPP projects have complex legal structures, concession agreements, risk allocation mechanisms, government guarantees, regulatory approvals, dispute resolution processes and compliance with Pakistani law and sometimes international law. A CLO would be advising on all of that, drafting contracts and reviewing them worth billions of rupees, representing the Authority's legal interests with the government, private partners and in court if necessary. 

If you have experience in infrastructure law, project finance law or public sector contract law in Pakistan, or with donor-funded projects with international funding agencies such as the World Bank or ADB, this job profile is for you. General Manager Admin & HR – The Organisational Backbone Role

Senior role in running the human capital and administrative functions, same for the education requirement that is 16 years in Human Resource Management, Business Administration with HR specialisation, Public Administration with HR specialisation and Management with HR specialisation. So HEC recognised Masters in HRM or an MBA (HR) as the profile they need.

Experience bar is 12 years of post-qualification experience in public or private sector organisations. So big gatchet, but slightly more attainable than the 15-year legal requirement. The big word is relevant, you see, they want someone who has been delegating the HR and administrative functions, not someone who has delegated a department that is just related in some way to HR.

You have to imagine what day-to-day life might be like. A GM Admin & HR in a specialised authority like the P3A would be responsible for everything from talent acquisition and retention to policy formulation, performance management, organisational design and ensuring the administrative functions are run smoothly. It is on top of that that you would be dealing with a staff that would include government secondees and contractually hired professionals in a PPP environment and all that that brings with it.

About Punjab P3A and Why These Roles Matter

Punjab Public Private Partnership Authority was created to bring structure and transparency to the PPP projects in Punjab. Pakistan has been leveraging the PPP model to fill the infrastructure gap, such as hospitals, schools, roads, and water facilities, where public funds are insufficient. The P3A is at the centre of this, working with line departments to design, procure and administer these partnerships.

The work environment would be more akin to a dynamic environment as compared to a typical government department, think of a specialised authority and a professional, project-based environment. That being said, it is a government body and would have its formalities and government processes, and it can be complex, but that is a very realistic mix for anyone who has experience in both public and private sector environments.

Both positions are lump sum package-based, probably meaning market rates negotiated at the time of contract rather than the standard government pay scales. The estimates are based on comparable senior contract roles in Punjab's development authorities and specialised agencies. The Chief Legal Officer might realistically expect a monthly package in the ballpark of Rs. 400k to Rs. 700k+, while the GM Admin & HR might be in the Rs. 300k to Rs. 500k.
